Council Room Rundown

The Council Room is fast becoming one of the most essential parts of any Godfather player's arsenal. The Council Room not only gives the largest amounts of boosts to attack and health for troops, but is the single largest contributor to massive respect numbers. For example, a +19 Don's Decree can net nearly 36 million respect. This guide will give both the basics of the advisors, and also a tips & tricks for quickly upgrading and promoting those advisors.
What is the council room? The Council Room is where all of your currently obtained advisors sit, waiting for their chance to help you in numerous ways. There are unnamed advisors (basic advisors, mostly farmed from multiple hits on different levels of Murder Incs) and named, infamous advisors. Infamous advisors are the top tier of incredible boosts, but almost every one has to be won from boxes that cost diamonds. There are currently 8 different categories your advisors will fall into, yet most will have some of the same stat boosting qualities. While there are many boosts, I will highlight some of the ones to really look for in a quality advisor
Attack and Health boosts- Make your troops all the more powerful
Increase March Size – Just as it sounds…ability to send even more troops per attack
Decrease Build Time – Decrease in percentage, the time it takes to build buildings
Training Bonus – Increase the respect earned by training troops or opening bundles of troops
These boosts can be found on all advisors dropped by all levels of Murder Incs (War, Defense, Trade and Sabotage). Other special advisor slots (Respect, Assault, Barricade and Tactics) can only be obtained from boxes or from Murder Inc 4. You most likely will not have these for some time.
Promotion- Each level increases by one, the separate amount of boosts the advisor provides. Promoting from levels 1-4 (grey, green, yellow, blue) can be done with some regularity for free, no promotions needed. However, to promote to the highest level (purple), a Masters Order is needed.
Upgrading – Each level increases by a percentage, the effect of each boost. Levels 1 thru 5 (and occasionally 6), can be done without the need for decrees also to some extent, but all levels after that require the named level decree for such upgrade (ie. Level 10 requires you to find and use a Don’s Decree +10).
Having a wide array of advisors in each slot can help your stats tremendously. You may want a set of each advisor from the highlighted boosts above in each slot, turning them on and off as needed.
